    The Historic Preservation Team Leader is responsible for the approval of documents under the National Environmental Policy Act (NEPA) National Historic Preservation Act (NHPA), Section 4(f) and other Federal and State archaeological laws. Provide staff coaching and implementation guidance for environmental compliance for ADOT construction projects and operations. Conduct training of Historic Preservation Team staff and others. Manage contracts and consultants. This position meets the requirements of the Secretary of the Interior's Standards and the ADOT CE and NEPA Assignment MOUs. Model ADOT values through leading, coaching and developing problem solvers to implement and sustain a continuous improvement culture. Lead in an accountable, transparent and communicative way.

    Duties:

    • Manage the Historic Preservation Team staff. Assign projects and manage workload of Historic Preservation Team staff. Assist HPT staff with problem solving on critical project issues. Lead HPT team meetings and project meetings. Coach HPT staff on standard ADOT practices for consistency in consultation process with all HPT staff. Coach staff on continuous improvement.
    • Approve complex cultural resources surveys, Section 106 consultation letters; memos; Historic Properties Treatment Plans (HPTP), Memorandums of Agreements (MOA), Programmatic Agreements (PAs) and cultural resources sections of NEPA Documents (EA/EISs). Develop lead and lag metrics for project delivery performance.
    • Manage contracts and consultants. Manage major projects as needed. Acts as Manager when Section Manager is absent and AMS goals.
    • Manage relations with the State Historic Preservation Office (SHPO), Tribal and local governments and FHWA.
    • Manage and Oversee staff training and prepare and conduct training for cultural resources and Environmental Planning and Project Management staff. Attend training. May drive State Vehicle during the course and scope of duties.
    • Meeting with the Cultural Resources Program Manager to discuss critical project issues and staffing challenges.

    Knowledge of:

    Federal, state, and local environmental laws, rules, regulations and policies, including, but not limited to the National Historic Preservation Act, the Native American Graves Protection and Repatriation Act of 1990.

    Archaeological Resources Protection Act of 1979, Executive Order No. 13007 (Indian Sacred Sites}, Executive Order No. 13175 (Consultation and Coordination with Indian Tribal Governments), the Arizona Historic Preservation Act, the Arizona Antiquities Act, and Section 4(f) of the Department of Transportation Act of 1966.

    Skills in:
    • Analytical and interpretive skills to formulate and identify effective solutions.
    • Negotiation and conflict resolution and motivational skills.
    • Strong verbal and written communication skills, and good public speaking skills are needed to Influence community groups, Tribes, or other stakeholders to positive response and cooperation.

    Ability to:

    • Interpret engineering plans, maps, aerial photo.
    • Effectively communicate with employees, stakeholders, and management: the ability to manage people and technical programs.
    • Coach and develop employees including continuous improvement practices and principles.
    • Travel and overnight lodging as required.

    Preference for:

    Three years of progressively responsible experience in the transportation development or environmental planning including the direct supervision/management of staff.

    Masters Degree in Anthropology with a specialty in North American archaeology and experience in the archaeology and prehistory of the American Southwest or an equivalent combination of education and experience.

    Requirements:

    Meet the Secretary of the Interior's Qualifications Standards in archaeology or closely related field.

    This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete page 7 and sign the Driver Form on page 8 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.

    Position Summary:

    Desert Archaeology is seeking an experienced, motivated, solutions-oriented archaeologist/historian/ projects manager to assist with the management of projects in Tucson and Phoenix offices. The successful candidate will have experience in cultural resource management, strong organizational skills, and enjoy collaborative work.     Responsibilities:

    SWCA's Environmental Consultants is seeking archaeological technicians to join our Phoenix, Tucson, and Flagstaff offices. Hiring will be for temporary/on-call positions to assist with upcoming cultural resources management work across Arizona. Successful candidates will assist with conducting archaeological fieldwork including pedestrian survey, site identification, site recording / data collection, monitoring and data recovery excavations.     Statistical Research, Inc. (SRI), a multidisciplinary cultural resources consulting firm, has several temporary, full-time, hourly positions available for archaeological Field Technicians headquartered from SRI’s Tucson office. Although temporary, we anticipate that work will continue minimally through Fall, 2023 Qualified candidates should possess, at minimum, a bachelor’s degree in Archaeology, Anthropology, or a related field and have completed an accredited archaeological field school. Candidates must also have a minimum of 1–2 years of field experience (i.e., survey, testing, and data recovery) and be physically fit and able to perform physically demanding tasks in adverse environmental conditions (i.e., extreme heat or cold). Candidates should also have good organizational skills, a positive attitude, strong work ethic, and willingness to learn and execute new tasks. Prior experience concerning the history and archaeology of southern Arizona is preferred, as is demonstrated past field experience working with Trimble global positioning system (GPS) receivers. Prior Mojave Desert, coastal California, Nevada, and Sonoran Desert experience will be viewed favorably, but are not a requirement.

    The hourly pay for this position is $21 - $25, dependent upon experience. Daily food allowance, when applicable based on the project, will be offered at a rate of $50.00 per day (no receipts required), and single-occupancy hotel accommodations will be provided for out-of-town projects. Wages for work on other SRI projects may vary and is based on individual qualifications and experience.

    Job Description:

    Reporting to the Project Director and Crew Chief, archaeological Field Technicians are responsible for conducting reconnaissance survey, the establishment of grids, artifact collection, test unit and feature excavation, and documentation. To this end, archaeological field technicians are required to perform the following tasks in the field:

    • Conduct archaeological survey, testing, and data recovery
    • Point-locate observation and surface collection units as well as surface artifacts using a Trimble global positioning system (GPS) receiver
    • Draw features in plan and profile that conform to SRI mapping conventions
    • Clean and straighten the walls of a test unit or trench
    • Complete field forms accurately and concisely
    • Properly label collection bags and samples
    • Must be able to lift up to 40 lbs.

    Fieldwork is anticipated to last throughout the spring and into the summer.

    EnviroSystems is seeking archaeological field technicians to conduct cultural resource compliance projects for federal, state, and commercial clients. The position requires the capability to perform cultural resources surveys and other archaeological projects in remote locations and over steep terrain, and often requires camping. Therefore, a clean driving record and the ability to work out-of-town for multiple sequential field sessions are also essential.

    The successful candidate(s) will possess some level of experience in cultural resources survey, site recording and site significance evaluations. Experience with archaeological testing and data recovery is a plus but is not required. Candidates will be trained, if necessary, in completion of survey forms (from a variety of states and federal agencies), operating cameras, and GPS units. The candidates(s) also should be motivated, resourceful, dedicated, and organized.

    Responsibilities

    • Fieldwork will range from camping for up to 8 or 10 consecutive days but could include Monday through Friday work for more local projects. 
    • Prior experience is preferred, but we will train relevant skills pertaining to site recording and documentation.

    Statistical Research, Inc. (SRI), a cultural resources management (CRM) consulting firm, has a long-term, full-time, position available for a Project Director (PD) based out of its Tucson, Arizona office. SRI provides comprehensive CRM services to private and government clients at the federal, state, and local levels throughout the western United States from offices in Arizona, California, Colorado, New Mexico, and Washington.

    Minimum qualifications and Experience:

    The ideal candidate will have an MA or MS degree in anthropology with a focus in prehistoric archaeology, be Register of Professional Archaeologist certified, and possess a minimum of five years of field experience with at least two years demonstrable experience as a field supervisor on survey, testing, and/or data recovery projects. Prior experience working in the U.S. Southwest and Great Basin, a working command of federal and state cultural resource statutes and regulations, and demonstrable experience serving as lead author for Section 106 compliance reports will also be viewed favorably.

    SRI offers a compensation package that includes an annual pay range between $58,000 and $75,000 and which will be commensurate with the applicant’s credentials, experience, and industry standards.     Job Description:

    The position of PD is responsible for preparing and implementing survey, testing, monitoring, and data recovery plans, including all field and analytic tasks associated with fieldwork, analysis, and report preparation. This work routinely involves traveling and/or fieldwork. The PD is responsible for report writing and for having a solid understanding of the basics of CRM.

    For small- and medium-sized projects, the PD will report directly to a principal investigator (PI) or senior project director (SPD), though the PD is still ultimately responsible to the PI for that project. For larger projects, the PD will work with an SPD and/or the PI and the project manager to ensure that all project tasks are accomplished in a timely, fiscally responsible, and professional manner.

    A PD will typically work on 2–3 projects simultaneously and is expected to be able to multitask. PDs are responsible for training crew members and crew chiefs in archaeological field methods and in-office descriptive writing tasks. The ability to work harmoniously and productively with other SRI staff and clients is essential. Finally, SRI PDs are expected to professionally perform their responsibilities and to remain professionally active in the CRM discipline.

    • ​Promote the monitoring and preservation of cultural resources in support of the Arizona Site Steward Program through education and the development of volunteer training and resources.
    • Support the administration of the Arizona Site Steward Program through structured volunteer efforts and collaboration.

    • Solicit funds to advance the Arizona Site Steward Program Strategic Plan through grant facilitation, K12 and public education, community outreach, corporate alliances, and cultural recognition.

    Online Training Development – familiar with Zoom and Google meeting functionality, including recording.  Comfortable with scheduling speakers and conducting online interactive discussions. 

    Community Outreach – an outgoing and personable individual comfortable with speaking to varied groups, hosting tables, etc.

    Educators – teachers or informal educators who love to talk about preservation and archaeology

    Native American Community Members – Tribal members who would like to support respectful conversations and interactions with Site Stewards and the public about their heritage.
