DISTINGUISHING FEATURES OF THE CLASS:
The Director, Cultural Resources Management Program oversees the development, operations, and perpetuation of the Program for the purposes of identifying, documenting, preserving, and managing the cultural properties of the Gila River Indian Community (GRIC). The Director has oversight of staff comprised of cultural resource field crews, archaeological laboratories (including bioarcheology), cartography, production, and administration.
The Director is responsible for consultation and compliance with federal, state, and tribal cultural resource regulations including the National Historic Preservation Act (NHPA), National Environmental Policy Act (NEPA) and the Archaeological Resources Protection Act (ARPA). The Director acts as Principal Investigator and administrator for assigned projects sponsored by various Federal agencies.
ESSENTIAL FUNCTIONS:
Administer and supervise a staff of approximately 50 employees, including subordinate supervisors, managers, and administrative staff.
Administer projects requiring designs, contracts, implementation, evaluations, monitoring and close-out phases on behalf of the Community.
Provide all necessary communication, documentation, contracting documents, records management and financial accountability of office and field activities of assigned funded projects.
Responsible for planning, organizing, controlling and coordinating long and short range goals and objectives and establishing applicable policies and procedures for effective, efficient and safe implementation of projects.
Prepare and administer annual operating budget and prepare scheduled financial and non-financial reports for the projects to funding source(s) and Tribal Administration.
Plan, organize, control, communicate and coordinate all administrative activities throughout each phase (i.e., design, technical review, project acceptance, warranty and close-out processing) of assigned project.
Act as Principal Investigator and administrator for assigned projects sponsored by various Federal agencies which may be highly regulated under contracts with the Gila River Indian Community and which may require strict adherence to development and management contract provisions in the general and financial management of such projects.
Serve as a technical advisor to the Governor, Council, and Standing Committees and Community Manager, on assigned projects.
Perform other administrative and related technical duties as assigned.
REQUIRED KNOWLEDGE, SKILL AND ABILITY:
Knowledge of Gila River, its history, culture, laws, ordinances, customs, and traditions.
Considerable knowledge of the principles for management and development of cultural assets and methodology; and general and financial management techniques.
Considerable knowledge of pertinent statutes governing preservation of Native American artifacts.
Comprehensive knowledge of GRIC Ordinances, Resolutions, Regulations, Policies and Procedures; National Historic Preservation Act of 1966 (NHPA); Archaeological Resources Protection Act (ARPA); and National Environmental Policy Act (NEPA).
Extensive knowledge of planning, design, implementation, evaluation and monitoring methods of work processes and standards.
Excellent leadership skills and knowledge of principles and practices of staff management and modern supervising techniques.
Skill in the identification and resolution of planning, designing, implementing budgetary and personnel issues.
Skill in applying anthropological theories and principles to complex investigations.
Skill in scheduling and coordinating projects.
Ability to strategically plan short term and long term goals toward program objectives.
Ability to effectively plan, supervise and coordinate work of others.
Ability to communicate effectively verbally and in writing.
Ability to prepare required records and reports.
Ability to maintain effective working relationships with other employees, Community Officials and the general public.
Ability to perform all physical requirements of the position; agree to maintain a Drug-free workplace.
REQUIRED EDUCATION AND EXPERIENCE:
Master’s degree from an accredited college or university in Archaeology, Anthropology, Native American Studies or cultural resources related field, and a minimum of nine (9) years of progressively responsible professional experience in a cultural resources program or related field; and which includes five (5) years supervisory/management experience; or any combination of education, training, or experience which demonstrates the ability to perform the duties of this position.
Ph.D. preferred.
ADDITIONAL REQUIREMENTS:
Required to obtain a Tribal Operator’s permit. Valid state driver’s license with a current proof of driving record for the past 39 months will be required to qualify for a tribal driving permit. Proof of driving record must be submitted with application and must not be more than 60 days old from the date of submission of the application.
Required to a pass background check.
