    Senior Principal Investigator

    Position Requires:

    • Demonstrable experience interacting and coordinating with clients, as well as government agencies and Tribal representatives, in a decision-making role.

    • An established area of analytical expertise and/or archaeological research interest.
    • Demonstrable experience with independently preparing, reviewing, and editing complex technical documents for a full range of cultural resources projects.

    Preferred Qualifications:

    Compensation:

    Field Director

    Responsibilities Include:

    • Managing fieldwork on cultural resources projects, including survey, archaeological monitoring, testing, and data recovery, throughout Arizona and adjacent states.
    • Accurately and efficiently recording cultural resources in the field, manage a field crew, operate GPS units with a data recorder, preparing site records, and conduct quality control/quality assurance reviews of all digital and paper field data.
    • Proficiently and independently preparing complex technical documents for a full range of cultural resources project types.
    • Mentoring other staff.

    Position Requires:

    • Bachelor’s degree in Anthropology or closely related field.
    • 5+ years of cultural resources management (CRM) experience and demonstrable expertise supervising all aspects of cultural resources survey, excavation, and monitoring fieldwork and with preparing the associated technical reports.
    • Sufficient field experience to be listed as a Project Director on an Arizona State Museum blanket permit
    • Ability to obtain current permits at Field Director level with the BLM, National Forest, and other agency lands in Arizona.

    WestLand is Looking to add a full-time Project Manager to our growing Cultural Resources team in Arizona. This position will report through our Tuscon office but can work remotely anywhere in the American Southwest. This position may be based out of our Tucson or Phoenix offices. In this position, you will be responsible for all aspects of project management from proposal to close-out. In addition, you will play a significant role in helping to develop and mentor our cultural teams.     The salary range for this position is $90,000 - $119,000 annually.

    Description of Duties: The Archaeologist/Cultural Resource Compliance Manager position supports AZGFD's Project Evaluation Program (PEP). PEP provides environmental services for AZGFD activities through compliance with regulatory requirements, assuring that all AZGFD projects comply with environmental laws.     • Lead coordination between the AZGFD, SHPO, Tribes, and federal/state agencies on cultural resource projects and compliance; 
    • Review and approves project and property management plans to ensure compliance with cultural resource laws; 
    • Develop cultural resource management plans for Department properties;
    • Develop cultural resource monitoring plans for projects; 
    • Manage and oversee consultant activities in relation to archaeological surveys, site flagging, monitoring, testing, and data recovery; 
    • Review and approve cultural inventory or project proposals and survey reports to ensure fieldwork and reports are complete and conform to guidelines; 
    • Acts as the cultural resources liaison with other state, federal, and tribal agencies to form partnerships related to ensuring the protection and preservation of cultural resources;

    Knowledge, Skills, and Abilities:

    The candidate must have knowledge of state and federal laws pertaining to historic preservation, archaeology, and cultural resource management and coordination; Administration of cultural compliance planning, organizing and preparation of documentation for cultural resources; Methods and techniques of sources of information for archaeology resources; Principles, fundamental concepts, and practices of cultural resource management.

    The candidate must possess skills and abilities including: Effective communication in a team environment including both written and oral communication skills. Apply current scientific archaeological theory, methods, and techniques in the identification, evaluation, and preservation treatment of archaeological resources; Direct work on complex project proposals, technical reports, Federal and state regulations, legislation and guidelines; Interpreting criteria for recommending archaeological sites for eligibility for listing on the Arizona and National Register of Historic Places; Handle negotiations, make decisions and evaluate impacts and archaeological preservation planning; Develop and manage project implementation milestones. Basic computer skills in Geographic Information Systems (GIS) is desired, but not required.

    The candidate must have the ability to manage multiple tasks, while shepherding large projects through a complex and often changing process. To develop effective and positive interpersonal relationships with all staff and with other partner agencies; To analyze and prepare detailed cultural resource compliance reports and documentation including maps, images, and diagrams that will assist with agency planning and compliance; To review and approve contracted cultural resource compliance reports; To work independently and as part of a team; To develop and maintain effective relationships with cultural resource managers from respective state, federal, and tribal entities.

    The candidate must have a bachelor’s degree in archaeology, anthropology, or closely related field and three years of professional or managerial experience in archaeology or cultural resources management and compliance or any combination of training and experience that meets the KSAs. Must be able to meet the qualifications set forth in the Secretary of Interior’s Standards and Guidelines for Professional Qualifications (36 CFR Part 61). The preferred candidate will have a master’s degree in archaeology, anthropology, or closely related field and be able to obtain an annual Arizona Antiquities Act (AAA) blanket permit. In addition, the preferred candidate will be able to clearly demonstrate ability and willingness to coach/mentor a team and others and have considerable education and experience in managing compliance for a natural resource or land management agency, including performing tribal coordination and project clearance or coordination with a state historic preservation office.

    • Provides historic preservation compliance advice to FEMA and State Emergency Management personnel and serves as subject matter expertise for review of existing materials to ensure that historic preservation compliance issues are adequately addressed.
    • Provide all assistance to the supervisor and staff on assignments in support of FEMA’s disaster programs by researching historic preservation compliance requirements procedures and guidelines to effectively and expeditiously ensure compliance with appropriate historic requirements.
