    Under general supervision of the Environmental Programs Supervisor of the Environmental Protection and Natural Resources (EPNR) Division of the Community Development Department (CDD), ensures Tribal compliance with Section 106 of the National Historic Preservation Act and its related regulations.   Ensures compliance with federal, state, local and Tribal laws and ordinances designed to identify, protect and manage archaeological, historical and cultural resources.   Manages the Community’s archaeological collection and preservation activities.  This job class is treated as FLSA Exempt. This is a driving position.

    Essential Functions:  Essential functions may vary among positions and may include the following tasks and other characteristics.  This list of tasks is ILLUSTRATIVE ONLY and is not intended to be comprehensive listing of tasks performed by all positions in this classification.

    Examples of Tasks

    1. Archaeology:   Manages all aspects of the Community’s archaeological program. 

    • Conducts and reports Class I, Class II and Class III cultural resource surveys for Community home sites and infrastructure projects.
    • Reviews all proposed new development and infrastructure changes for potential impacts to cultural resources and archaeological assets.
    • Ensures that archaeological resources are identified and addressed during the planning stages of new projects.
    • Monitors and reports ground-disturbing activities in areas of known archaeological sensitivity.
    • Develops proactive measures to identify, evaluate and manage cultural resources in advance of project-specific requirements.
    • Manages archaeological collections in the tribal repository.
    2. Outreach, Education & Special Projects:  Assists the Cultural Resources Department with Section 106 consultations, education, outreach activities and special projects as needed.
    • Provides technical support to other Community departments and divisions.
    • Assumes responsibility for special projects as assigned by the Environmental Programs Supervisor.
    • Develops written material and PowerPoint presentations for educational and training purposes.
    3. Policies, Oversight & Compliance:   Assists with proposing, writing, implementing and updating relevant Archaeological related Community policies and ordinances.
    • Reviews and comments on cultural resource documents prepared by outside agencies and consultants.  
    • Submits quarterly packages of Section 106 clearance documents to the Bureau of Indian Affairs (BIA) for review and approval.
    • Develops and manages contracts with one or more on-call archaeological consulting firms, including oversight and review of contracted projects.

    4. Miscellaneous:  Performs other job related duties as assigned by the Environmental Programs Supervisor or Environmental Protection & Natural Resources Manager.

    Knowledge, Skills, Abilities and Other Characteristics:

    • Knowledge of the history, culture, laws, rules, customs and traditions of the Salt River Pima-Maricopa Indian Community.
    • Knowledge of federal, state, local and Tribal laws, regulations, ordinances and “best practices” regarding cultural and archaeological preservation and management.
    • Knowledge of archaeological project management procedures and practices.
    • Knowledge of Traditional Cultural Places (TCP), NAGPRA (Native American Graves Protection and Repatriation Act) and the Arizona State Burial Law.
    • Knowledge of prehistoric, historic and contemporary cultural resources of the region now within the southwestern United States and northern Mexico.
    • Knowledge of the Tribal Antiquities Ordinance.
    • Skill analyzing and evaluating technical archaeological information accurately and expressing ideas clearly when providing verbal and written reports and recommendations.
    • Skill researching, organizing and compiling summary research reports.
    • Skill establishing and maintaining effective work relationships with a wide range of people including employees including federal, state and local agencies, subject-matter experts in environmental protection disciplines, Community members, Tribal government officials, department employees and the public.
    • Skill with written and verbal communications with others, using both technical and non-technical language to explain complex subjects and processes.
    • Skill in developing problem-solving approaches to new challenges.
    • Skill with organization, task tracking and multi-tasking.
    • Skill with tool use, hand-eye coordination and safety procedures.
    • Skill with photography and audio-visual equipment.

    • Ability to work safely in construction zones.
    Minimum Qualifications
    • Education & Experience:  A Bachelor’s degree from an accredited college or university in Anthropology or a closely related field AND 3 years work experience in the Archaeological field required.
    • Work experience with surveys and archaeological data analysis and reporting to State Historic Preservation Office Standards required.
    • Coursework in Southwestern U.S. and prehistoric archaeological studies preferred.
    • Equivalency: Any equivalent combination of education and/or experience that would allow the candidate to satisfactorily perform the duties of this position, will be considered.
    • Underfill Eligibility: An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.
    Special Requirements
    • May be required to work outside normal work hours including nights, weekends and holidays.
    • May be required to travel and use own transportation.
    • May be exposed to extreme weather conditions including heat, cold, rain, dust, mud, etc.
    • May be required to work alone in rural areas and undeveloped backcountry.
    • May be required to stand, walk and hike for extended periods in difficult topography including deserts, mountains, canyons and riverine environments.
    • Must possess and maintain a valid Arizona Driver’s License.

    Archaeological Field Technician (on-call):

    WestLand is seeking on-call Archaeology Field Technicians for our growing Arizona team. Our crews can be found working throughout the Southwest on CRM projects for private and public sector clients.     What will I be doing?

    What qualifications are required for this role?

    • Associates Degree or higher in Archaeology, Anthropology, or a related field. Prior on-the-job archeology experience may substitute for educational requirements.
    • Previous experience in archaeology preferred.
    • Ability to conduct fieldwork for long hours in a desert environment featuring extreme temperatures, rough terrain, and potential high altitudes.
    • Ability to carry up to 60 pounds of equipment and supplies.
    • Ability to bend and kneel for long periods of time.
    • Ability to travel out of town for work throughout the Southwest, often on short notice and for extended periods (paid drive time, per diem and hotel provided).

    Assistant Director, Cultural Resources Southwest:

    WestLand is adding an Assistant Department Director, Cultural Resources Southwest to our Southwest team! This position can be based out of our Phoenix or Tucson locations and will provide leadership and support to our Project Managers as well as help generate new clients for WestLand. Our Southwestern Cultural Resources consulting practice specializes in prehistoric cultures, Arizona historical archaeology and archival research, cultural-landscape studies, artifact analysis, archaeomagnetic dating, and historic preservation. The group is involved in a wide range of projects from small desktop reviews to large multi-site data recovery efforts. Additionally, in 2018 WestLand added a Tribal Monitoring program to the cultural resources department and has established relationships with many of the Tribal Nations across the southwest and acts as a facilitator to get tribal consultation started early in project development.

    What will I be doing?

    • Serving as a Project Manager and/or Principal Investigator on a variety of interesting and complex cultural resources projects for our public and private clients.
    • Collaborate with a large, skilled group of archaeologists, historic preservation professionals, and support staff to deliver high quality solutions to our client's needs.
    • Provide leadership and guidance to team members through performance management including conducting performance reviews, identifying appropriate training, and implementing corrective action plans.
    • Help identify staffing needs and assist with new employee evaluation and hiring processes.
    • Recommend, develop, and schedule staff training programs.
    • Develop and manage project scopes, schedule, and budget in alignment with contract terms and conditions.

    What qualifications are required for this role?

    • Master's degree in Anthropology or related field. A bachelor's degree with additional experience may be considered.
    • Ten (10) or more years of experience working in Cultural Resources Management.
    • Five (5) or more years working in a supervisory or leadership capacity in the American Southwest.
    • Demonstrated ability to successfully lead a diverse team of professionals.
    • Demonstrated ability to develop business relationships and generate new clients.
    • Expertise in applicable local, state, and federal laws and regulations.
    • Expertise in managing multiple projects and clients simultaneously.

    The Senior Archaeologist will:

    • Lead technical studies and ensure clients receive high-quality, on-time deliverables

    • Provide quality control for all deliverables and ensure compliance with applicable regulations
    • Train and mentor staff and actively engage in professional development

    • Maintain up-to-date knowledge of regulations affecting CRM and general industry trends
    • Demonstrate technical excellence in area of expertise and maintain knowledge of best management practices
    • Oversee field investigations of proposed project sites to assess or evaluate resources or the potential for resources
    • Direct collection, analysis, and interpretation of data; formulate recommendations and solutions to highly complex problems or those involving risk
    • Develop and maintain existing and new business relationships in collaboration with other senior staff and Office Principals

    Required Qualifications

    • Advanced degree in archaeology, anthropology, or a closely related field
    • 7+ years of experience preparing a variety of technical reports, including treatment plans and comprehensive data recovery reports
    • 5+ years of experience managing survey, testing, and data recovery projects of various sizes and complexity, including technical, project, or program management roles within an environmental, engineering, or cultural consulting firm
    • 2+ years of experience serving as a Project Manager or Principal Investigator on survey, testing, and data recovery projects
    • Expert knowledge of principles, practices, and techniques of CRM and relevant federal, state, and local laws and regulations
    • Knowledge of and experience in applying research methods and forming and maintaining effective client and interagency internal-team relationships
    • Ability to be permitted immediately as PI or PD on an Arizona Antiquities Act permit
    • Valid driver’s license

    Job Description:

    The Great Basin Institute, in cooperation with the National Park Service (Zion National Park), is recruiting an Archaeologist to lead various park compliance projects under the supervision of the Zion Cultural Resource Program Manager. These projects are related to archeological duties in compliance with the National Historic Preservation Act (NHPA) and the National Environmental Policy Act (NEPA). Projects may include:  the preparation of compliance documents (Assessment of Effects Forms for Section 106 and Section 110), working with interdisciplinary teams to prepare compliance packages, submitting compliance packages to the UT SHPO, and preparing archeological resource protection strategies and treatment plans specifically related to potential impacts from identified management needs and proposed management actions. 

    The position is primarily office-based work (75%) and will include any or all of the following:

    • Data management – use of three databases to enter and organize archaeology records, all maps and illustrations will be digitized using graphic programs (Adobe Photoshop, Adobe Illustrator), photographs will be labeled, uploaded, and annotated, spatial data will be processed and added to the master archaeology geodatabase, and project records will be prepared for Museum Archives
    • Preparation of reports and management documents - includes environmental reviews of park undertakings, as well as other products such as:consultation letters, project reports, monitoring reports, finding aids, and scope of works.
    • Quality control of products produced by other employees and/or contractors and supervision of other staff and contractors conducting archeological field work and data entry. This position will provide the training necessary for these individuals.

    This position will include field work duties (25%) where temperatures in the summer regularly exceed 90-100° F and monsoons occur during July-September. Occasional camping will be required. Field duties include any or all of the following:

    • Training crew members on field techniques and methods.
    • Supervising and conducting data entry, digital records management, monitoring of construction activities and will entail - navigating with topographic maps, completing site forms, taking scale photographs, making scale illustrations, conducting condition assessments and fuels assessments, collecting spatial data, producing artifact illustrations, identifying artifacts, and making determinations of eligibility. 
    • Monitoring and treatment activities, along with supplementary documentation - drainage re-routing, barrier installation, social trail eradication, installation of signs, minor stabilization, backfilling, and/or data recovery. Approximately 25% of time will be spent in the field during the course of this position.

    FIELD TECHNICIAN – Fulltime/Temporary - $22 to $24/hour on non-Federal Projects. SCA rates for Federal work range from $21.90 to $25.50/hour depending on the state and county. Prospective Field Technician candidates for the 2024 field season can expect Fulltime/Temporary work from March through November, but it is possible the field season may begin early and continue through the end of 2024. Prospective candidates should have a bachelor’s degree in Archaeology/Anthropology/History or similar field. At least one year of experience is preferred, though not required. The candidate will be expected to be able to survey in remote locations, over rough terrain, for camping sessions that are typically 8 days long, and occasionally longer. The 8 days sessions include the travel days on either end, and EnviroSystems provides transportation to the project location.     The School of Human Evolution and Social Change (SHESC) at Arizona State University is recruiting one Postdoctoral Research Scholar under the supervision of the Curator of Collections, Center for Archaeology and Society Repository (CASR). The postdoctoral research scholar will oversee the documentation and organization of archaeological collections subject to the Native American Graves Protection and Repatriation Act (NAGPRA) from Bureau of Indian Affairs (BIA) administered land. Human remains, funerary objects, and other cultural items were removed from Tribal reservation lands by staff of the Office of Cultural Resource Management and faculty of the former Department of Anthropology. To assist the BIA with repatriation, the collections must be located, inventoried, compared to existing documentation, and readied for repatriation. Additionally, non-NAGPRA collections will be prepared for transfer of custody, as specified by the BIA.

    This is an in-person, full-time, fiscal-year, term-limited 1-year position, which may be renewable for a second year, contingent on funding and satisfactory performance.     The fiscal year (12-month) salary for this position is $55,000 along with competitive benefits through ASU including health insurance, paid vacation, sick leave, and holidays. The postdoctoral research scholar must be in residence in the greater-Phoenix metropolitan area during the appointment.
