    Terracon is hiring a Senior Staff Scientist to support our cultural projects in Arizona, California, Nevada, New Mexico and Utah. 

    General Responsibilities:
    Conduct cultural records reviews, archaeological surveys, Phase I testing, Phase II data recovery, archaeological monitoring, archaeological mitigation, preparation of archaeological plans and reports, and contribute cultural information for environmental documents Identify, evaluate and recommend risk and mitigation strategies/designs to ensure compliance with federal, state and local regulations. Prepare applicable risk assessments and technical documents including proposals, reports and regulatory agency correspondence.

    Essential Roles and Responsibilities:
    • Mid-level, experienced, scientific professional able to manage small- and medium-sized cultural resources projects across the US Southwest.
    • Ability to complete projects on-time and within budget.
    • Field director for survey, excavation and monitoring fieldwork.
    • Work with senior staff to prepare cost estimates and proposals from small and medium-size projects.
    • Evaluate field and laboratory data, synthesizing into written reports.
    • Maintain quality standards, following safety rules and guidelines.
    Requirements:
    • Master’s degree in Anthropology and a minimum of 3 years’ related experience. 
    • Possess or demonstrate ability to obtain State and Federal archaeological permits within the U.S. Southwest (Arizona, New Mexico, California, Nevada, or Utah).
    • Demonstrated experience authoring cultural resources management reports.
    • Ability to perform all aspects of archaeological fieldwork in outdoor settings year-round within the U.S. Southwest.
    • Valid driver’s license with acceptable violation history.
    Desired qualifications:
    • Possess Principal Investigator status on an Arizona Antiquities Act permit.
    • Possess General Archaeological Investigation Permit for archaeological investigations on New Mexico state lands.
    • Be listed or demonstrate ability to be listed on a BLM cultural resources use permits in the US Southwest.
    • Meet US Secretary of Interior standards for archaeologist (prehistoric and/or historic).

    Job Summary:

    This position is required by both state and federal legislation for the implementation of Arizona's State Historic Preservation Program; this program is certified and funded by the National Park Service (NPS). Under general supervision, the position is responsible for the following:

    • Participating in statewide cultural resources planning with federal and state agencies.

    Job Duties:

    • Manage, coordinate, and provide technical assistance and review of federal agency undertakings and stale agency plans.
    • Advise federal and stale agencies on compliance with federal and state historic preservation laws, regulations and policies.
    • Ensure that the agencies are following the legally defined consultation process.
    • Review and advise federal and stale agencies on the adequacy of cultural resources identification efforts.
    • Ensure the consultation on property Identification with tribes, other agencies, and other interested parties is adequate.
    • Review and consult with federal and state agencies on the eligibility of identified properties for inclusion on the Arizona and National Registers of  Historic places.
    • Conduct technical review of reports.
    • Evaluate the Arizona and National Register status of properties based on the "information potential" of that property.
    • Establish the "information potential" on current research issues and historic contexts.
    • Consult with federal and state agencies, tribes and other interested parties to determine the effects of federal undertakings and state plans on identified register-eligible properties.
    • Consult with agencies, tribes and other interested parties on appropriate mitigation measures for Register-eligible properties that will be adversely affected by a federal undertaking or state plan.
    • Evaluate research designs for their ability to address current issues and the "information potential" of the property(ies) being treated.
    • Assists with planning and execution of annual historic preservation conference.
    • Routinely engages in session panels and participates in programming to represent SHPO policy and perspectives.
    • Provides technical archaeological support to the Arizona Site Steward Program.
    • Provides public education and training on laws and regulations for federal and state agencies, tribal governments, and private sector.
    • Participates in development of Memorandum and Programmatic Agreements (MOAs & PAs) with federal agencies.
    • Participates in consultation among federal agencies, tribes, and other consulting parties on the development of project specific MOAs and PAs related to Agency programs and/or large complex projects.
    • Provides technical review of agreement language, and ensures compliance with the NHPA.
    • Ensures the participation of all consulting parties and the best treatment for affected Register-eligible properties.
    • In most agreements, acts on behalf of the Advisory Council on Historic Preservation, a federal agency that has oversight responsibility for all other federal agency compliance with the NHPA.
    • Assists in negotiating the terms of MOAs and PAs. This involves consideration of all parties comments, perspectives and concerns.
    • Maintains consultation and project documentation in compliance with the approved Records Retention schedules.
    • Enters project and property information into compliance databases.
    • References electronic inventory (databases and GIS), paper records, AZSITE, and maps.
    • Prepares and compiles statistical information for the federal end-of-year report.
    • Participates in annual cultural resource planning.
    • Participates and contributes to annual planning and objectives.
    • Develops planning questionnaires and solicits input from federal and state agencies.
    • Perform other duties, as assigned.

    Pre-Employment Requirements:

    By federal regulation, Compliance Review staff must meet the Secretary of Interior's Professional Standards. For archaeological compliance positions, the Standards require a minimum of a Master's Degree in Archaeology or Anthropology, plus:

    1. At least one year of full-time professional experience or equivalent specialized training in archaeological research, administration or management;
    2. At least four months of supervised field and analytical experience in general North American archaeology; and
    3. Demonstrated ability to carry research to completion.

    In addition to these minimum qualifications, a professional in prehistoric archaeology shall have at least one year of full-time professional experience at a supervisory level in the study of archaeological resources of the prehistoric period. A professional in historical archaeology shall have at least one year of full-time professional experience at a supervisory level in the study of archaeological resources of the historical period.

    The Administration has a Tribal Historic Preservation Officer position available.

    THPO: Under the general supervision of the Governor or designee. This position promotes, protects, preserves and manages the San Ildefonso Tribe’s Cultural Resources. This position must have knowledge of the Tribe’s culture and a strong commitment to preserving it.

    The Tribal Historic Preservation Officer (THPO) is responsible for the development and implementation of programs which promote and protect the Pueblo’s culture and heritage resources in accordance with the requirements of the Memorandum of Agreement (MOA) with the National Park Service (NPS), and other federal laws and regulations.

    MINIMUM QUALIFICATIONS: Bachelor’s degree in Anthropology or related field. Minimum of two to four years of professional archaeological field work and/or cultural resource management experience. An MA or PhD in Anthropology or related field is preferred with 5 years or more field archaeological and/or cultural resource management experience.

    Strong computer skills including databases, Microsoft Office programs, and knowledge of and experience with GIS.

    Knowledge and understanding of the National Historic Preservation Act.

    Knowledge and understanding of the Native American Graves Protection and Repatriation Act.

    Knowledge and understanding of the Archaeological Resources Protection Act.

    Historic Preservation Specialists perform professional cultural resource management activities in the form of statewide historic preservation efforts to ensure compliance with State and/or federal programs, laws, rules and regulations. This includes cooperating with other agencies and the public in conducting a comprehensive statewide survey of cultural resources and maintaining a paper, electronic, and/or GIS inventory of such properties; identifying and nominating eligible resources to the National and State Registers of Historic Places or recognizing resources by erecting State Historic Markers; preparing and implementing a comprehensive statewide historic preservation plan; assisting in the administration of the federal historic preservation assistance program within the State; advising and assisting as appropriate, federal and State agencies and local governments in carrying out their historic preservation responsibilities; cooperating with federal agencies, local governments and the public to ensure that cultural resources are taken into consideration at all levels of planning and development; providing public information, education, training and technical assistance relating to Federal and State Historic Preservation Programs; cooperating with local governments in the development of local historic preservation programs, and assisting local governments in becoming Certified Local Governments (CLGs); providing technical advice to the State of Nevada's Commission for Cultural Centers and Historic Preservation (CCCHP); managing the statutorily-mandated Nevada Site Stewardship Program; administration of the Comstock Historic District for the State as per the requirements of NRS 384; management of the Comstock History Center in Virginia City; administration of Nevada's Native American burial protection legislation. Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others.

    This position will serve as an archaeological reviewer in the Review and Compliance Program for the Nevada State Historic Preservation Office. The incumbent will recommend to State and federal agencies the kind and intensity of archaeological surveys and historic contexts and background studies to be conducted; review and provide comments on archaeological survey reports prepared in the State to ensure they meet federal and State standards; determine the adequacy of documentation for evaluation of cultural resources discovered; recommend whether or not to concur with federal agency determinations of significance and project related effects; conduct site inspections; provide advice and technical assistance to State and federal agencies regarding the treatment and stewardship of cultural resources; review and prepare technical papers at professional conferences and educate the public on preservation issues; and coordinate with other State and federal agencies to set standards for report writing, evaluation, stewardship, and mitigation of cultural resources. The incumbent will manage the Office's administration of the state's Native American Burial Protection statutes on behalf of the Administrator and will coordinate burial activities with Native Americans and other State agencies.

    Minimum Qualifications

     Required Education and Experience

    • Expertise in Arizona archaeology; familiarity with U.S. Forest Service Programmatic Agreements, BLM Management Manuals.  

    • Experience assisting agencies with tribal consultation/coordination is a plus. 

    • Experience in conducting pedestrian field survey using Trimble GPS and/or Fulcrum Smartphone technology in addition to illustrating site sketch maps and features accurately.  

    • Experience identifying southwest prehistoric and historic artifact classes and materials and faunal remains, 

    • Have a sound knowledge of soils, geomorphology and how to describe them. 

    • Experience in conducting test excavations and data recovery projects, and completing site forms accurately, succinctly; and quickly in the field using Aspen apps. 

    • Successful candidates must have the ability to maintain high quality field notes, keep good organization of field records, and maintain a professional demeanor in a variety of often strenuous outdoor and remote environmental work conditions. 

    • Experience with ESRI or Adobe Creative Cloud and/or Microsoft Office (Word, Excel, Access and PowerPoint) a big plus. 

    • Excellent writing skills and demonstrable experience in contributing to or preparing resource evaluation documents and technical reports. 

    • Successful candidates must have a valid AZ Driver’s License with a clean driving record and be comfortable working in strenuous hiking and harsh weather conditions.

    Terracon is hiring a Senior Staff Scientist to support our cultural projects in Arizona, California, Nevada, New Mexico and Utah. 

    General Responsibilities:
    Conduct cultural records reviews, archaeological surveys, Phase I testing, Phase II data recovery, archaeological monitoring, archaeological mitigation, preparation of archaeological plans and reports, and contribute cultural information for environmental documents Identify, evaluate and recommend risk and mitigation strategies/designs to ensure compliance with federal, state and local regulations. Prepare applicable risk assessments and technical documents including proposals, reports and regulatory agency correspondence.

    Essential Roles and Responsibilities:
    • Follow safety rules, guidelines and standards for all projects. Participate in pre-task planning. Report any safety issues or concerns to management.
    • Be responsible for maintaining quality standards on all projects.
    • Mid-level, experienced scientific professional responsible for conducting site testing and making recommendations for systems design on medium sized projects with a variety of complexity.
    • Participates with more senior scientists on large, more complex projects.
    • Performs survey, monitoring, and excavation fieldwork assignments, often serving as field lead and/or project manager for given assignment.
    • Implements technical requirements to complete client projects by directing and supervising field staff to sample, test and collect data and/or document site activities.
    • Responsible for developing written proposals to clients for both small and large projects including quality control review of proposals written by others.
    • Evaluates complex laboratory and field data and assembles in written reports.
    • May serve as team member or lead in meetings and communications with client pertaining to specific projects/tasks.
    Requirements:
    • Master’s degree in Anthropology and a minimum of 5 years’ related experience. Or, in lieu of a Master’s degree, possess a bachelor’s degree in Anthropology and have a minimum of 9 years’ related experience.
    • Ability to perform all aspects of archaeological fieldwork outdoors year-round within the U.S. Southwest (Arizona, New Mexico, California, Nevada, and Utah).
    • Meets Secretary of Interior Standards for conducting archaeological fieldwork.
    • Ability to obtain State and Federal permits to conduct archaeological fieldwork within U.S. Southwest.
    • Ability to obtain Principal Investigator status in the US Southwest (Arizona, New Mexico, California, Nevada, or Utah).
    • Ability to author records review, monitoring, survey, testing and data recovery reports.
    • Valid driver’s license with acceptable violation history.
    Desired qualifications:
    • Possess Principal Investigator status on an Arizona Antiquities Act permit.
    • Possess General Archaeological Investigation Permit for archaeological investigations on New Mexico state lands.
    • Completion of an archaeological field school in the US Southwest.
