    Job Summary:

    This new position incorporates work that is being completed by a supplemental employee who is the HPT Portal Administrator and also fulfills a gap in our environmental compliance fo State funded projects. Under the direction of the Cultural Resources Program Manager, this position is responsible for coordinating with new and existing HPT Portal users, acting as a liaison between various ADOT departments, and consulting with state, federal, and Native American communities. Additionally, this position will manage the State Act PA and complete all consultation associated with these state funded projects.

    Job Duties:

    Manage Portal accounts of highly sensitive agency data, update contacts in the Portal including attaining security clearances, partners with FHWA on agency contact list, differentiates data sets to determine appropriate information for Portal Database, coordinates with the Arizona State Museum's AZSITE on data information transfer of ADOT highway system, and collaborates with ITG to improve the Portal mapping application

    Interprets and applies applicable federal and state laws, regulations, policies and procedures in consultation and liaison with other state and federal agencies, local governments, and Tribes on cultural resources and historic preservation issues related to maintenance work orders, disposals, material sources, and encroachment permits.

    Evaluates legacy cultural resources reports to ensure they still meet current archaeological standards, reviews and approves new cultural resources survey, monitoring, testing/data recovery reports to ensure that the work meets ASM and SHPO requirements. Drafts clear, concise consultation documents for project requirements and State Historic Preservation Act specifications. Determines whether consultation letters or memos are the appropriate form of documentation for the particular project.

    Identifies and flags Archaeological sites for avoidance as needed for maintenance projects, assess archaeological sites using professional discretion and independent judgement for National Register of Historic Places eligibility, if previously unclear, Organize field visits with Tribes for Material Source projects

    Responsible for independent decision-making implementing the PA between Arizona SHPO and ADOT, prepares quarterly batch reports and yearly reporting, interprets and evaluates conditions of PA stipulations and makes recommendations to management on whether current stipulations may need to be modified

    Schedule and conduct travel, possible overnight Travel and lodging along with Driving a state vehicle in the course and scope of duties

    Knowledge, Skills & Abilities (KSAs):

    Knowledge of:
    State, Federal, Tribal, local agency environmental policies, procedures, statutes and regulations to effectively manage and facilitate cultural resources clearances/projects

    Arizona State Historic Preservation Act, knowledge of the principles of historic preservation, archaeological methods, tribal consultation, and Arizona history and prehistory

    Implements State Act consultation

    Organizes project data with background information to determine whether additional cultural work is needed

    Resolves problems with consulting parties and districts with minimal supervision

    Skills In:
    Verbal and written communication and collaboration to interact daily with ADOT personnel, outside agency personnel tribes, consultants, and the public; acts as a trusted source of guidance on environmental statutes regarding cultural resources

    Project management to facilitate completion of projects on tight and often changing schedules, skills in phone and email usage

    Address archaeological data recovery situations. Demonstrated analysis ability, basic computer skills, multi-tasking, use of Geographic Information Systems (GIS) and Global Positions System (GPS), are desired, but not required

    Ability to:
    Resolve conflicts when divergent points of view are involved

    Resolves problems with consulting parties and districts with minimal supervision Organize project data to determine whether additional cultural work is needed

    Partner with SHPO on complex issues and ability to insure proper contact lists are in order

    Act as a liaison with AZSITE and ITG regarding critical data, mapping, resources including collaborate with ITG to insure the EPG Portal is reliable and sustainable

    Demonstrated analysis ability and multi-tasking experience along with experienced use of Geographic Information Systems (GIS) and Global Positions Systems

    Selective Preference(s):

    Project Director for archaeological investigations (per AAA), experience in the assessment of historic buildings and structures, understanding of GIS databases and mapping application

    Job Description

    The School of Human Evolution and Social Change at Arizona State University seeks to hire a qualified Curatorial Specialist to assist the Collections Manager in the Center for Archaeology and Society Repository. Duties include the review of records, summarization of collections recovery context and curation history, updating of collections information and inventories, assessment and enhancement of collections conditions, and the supervision of student interns and employees. Archaeological collections house at the Repository include materials collected by faculty of the former Department of Anthropology, materials donated to the Repository by private individuals, and materials collected during Federally sponsored cultural resource management projects. Repository collections include over 350,000 catalog numbers of Native American archaeological and ethnographic objects, primarily from Arizona.

    Essential Duties

    • Assist with the inventorying, documentation, organization, and rehousing of Repository collections
    • Participate in the preparation of summary documentation and reports for collections detailing recovery information and curation history
    • Assist with the updating of information in Repository collection management software
    • Assist with the evaluation and documentation of the conditions of collections
    • Participate in the monitoring and reporting of environmental conditions and pests within Repository spaces
    • Assist with facilitating access to collections for students, researchers, descendant communities, and other stakeholders

    Minimum Qualifications:

    1)  An earned doctorate (Ph.D.) in Anthropology or other closely-related field from an accredited institution (or equivalent) is required; however, applicants nearing the completion of the doctorate (ABD) may be considered. The doctorate must be completed by the date of appointment (August 18, 2022)

    2)  Evidence of scholarly potential, including but not limited to publications, conference presentations, and funding.

    Preferred Qualifications:

    • 1)      Evidence of research experience in one or more of the following areas: environmental archaeology, zooarchaeology, CRM, archaeobotany, ethnobotany, landscape archaeology, and geoarchaeology.
    • 2)   Evidence of effective teaching or potential for effective teaching.

    SWCA Environmental Consultants is seeking an Associate Project Archaeologist (Field Director) to join us in our Phoenix office. This is an hourly, full-time position. The Associate Project Archaeologist will assist with cultural resources management work within the greater Phoenix area and across Arizona. Under the supervision of the Phoenix office Cultural Resources Team Lead and Project Managers, the Associate Project Archaeologist performs field and office tasks while working with and supervising crew members.

    In this role, you will manage all aspects of fieldwork, supervising one or more crews of archaeological technicians during survey, site recording, monitoring, or excavation projects. You may also assist with office-based tasks, including the preparation of site forms and technical reports. SWCA offers a unique work environment specializing in delivering natural and cultural resources services across Arizona and beyond.

    What you will accomplish

    • Supervise fieldwork, including archaeological survey, testing, data recovery, and monitoring and ensure quality and completeness of data collected.
    • Ensure that appropriate preliminary research is conducted and organized prior to fieldwork, and that necessary equipment, staff, and other resources are ready for fieldwork.
    • Review the data for QA/QC, and ensure all work is conducted and submitted in accordance with company standards and guidelines.
    • Accurately identify historic and prehistoric artifacts and features, and train less experienced field crew in their identification.
    • Assist with office-based tasks, including performing Class I literature reviews, research, site form, technical report preparation, developing and tracking scopes of work, schedules, and budgets.
    • Communicate effectively when reporting to Team Leads, Principal Investigators, and Project Managers.
    • Work independently in a responsible manner.

    Experience and qualifications for success

    • Bachelor’s degree in Anthropology, Archaeology, or a related field.
    • Minimum of three years working as a field archaeologist in the Southwest.
    • Ability to travel and conduct fieldwork for long hours (sometimes in inclement weather, rugged terrain, and at high altitudes) and to carry equipment weighing up to 40 pounds.
    • Extremely organized and meticulous with ensuring survey, documentation, and paperwork are complete.
    • Strong communication skills, both verbal and technical writing.
    • Currently reside in Arizona or plans to relocate to Arizona in the immediate future.
    • Must have a valid driver's license, the ability to pass a Motor Vehicle background screening, and have access to reliable transportation.

    Preferred Experience:

    • Master’s degree in Anthropology, Archaeology, or a related field.
    • Meet the Secretary of the Interior’s Professional Qualifications Standards in archaeology.
    • Able to be listed on federal and state permits in Arizona.
    • Experience leading crews of field technicians on a variety of project types and sizes, regions, and agencies.
    • Experience collecting field data utilizing modern mobile technology (tablets, Bluetooth GPS receivers, mobile software) and Trimble GPS units (Terrasync and/or ArcPad).
    • Experience with computer-based programs such as Pathfinder Office, ArcGIS Desktop, Microsoft Office Suite, Adobe Acrobat, and others.
    • Experience writing technical archaeology reports.
    • Knowledge of federal and state preservation laws and regulations including, but not limited to the National Environmental Policy Act, Native American Graves Protection and Repatriation Act, and Section 106 and Section 110 of the National Historic Preservation Act.
    • CPR and First Aid certified.

    Under general supervision of the Environmental Programs Supervisor of the Environmental Protection and Natural Resources (EPNR) Division of the Community Development Department (CDD), ensures Tribal compliance with Section 106 of the National Historic Preservation Act and its related regulations. Ensures compliance with federal, state, local and Tribal laws and ordinances designed to identify, protect and manage archaeological, historical and cultural resources. Manages the Community’s archaeological collection and preservation activities. This job class is treated as FLSA Exempt.

    Tasks:

    Job Description

    The School of Human Evolution and Social Change at Arizona State University seeks to hire a qualified NAGPRA Collections Specialist to be responsible for locating, documenting, and assessing funerary objects, sacred objects, and objects of cultural patrimony in compliance with the Native American Graves Protection and Repatriation Act (NAGPRA). The review of records, updating of collections information and inventories, and supervision of student interns and employees are integral components of this position. Archaeological collections at Arizona State University’s Center for Archaeology and Society Repository include materials collected by faculty of the former Department of Anthropology, materials donated to the Repository by private individuals, and materials collected during Federally sponsored cultural resource management projects. Repository collections include over 300,000 catalog numbers of Native American archaeological and ethnological objects, primarily from Arizona. The collections are subject to the NAGPRA and may include associated funerary objects, sacred objects, or objects of cultural patrimony.
